The FOSI specification was developed by committees of the Department of Defense to control the pagination of military technical data and other types of material represented in XML/SGML. In essence, FOSI is a way to represent the style sheets for complex XML/SGML pagination using SGML itself as the style syntax.

FOSI has been an effective publishing tool for not only technical but other types of material as well. Arbortext's Epic Composer (print or web) is the premiere software environment for FOSI-based pagniation.
